This map groups municipal construction-permit records into approximately 800-metre areas. “Busy areas” compares record counts. “Picking up” compares the recent half of the selected period with the earlier half, and only shows increases supported by enough records. A record timestamp is not a construction date, and a record does not mean a permit was approved or a building completed.
The underlying activity index uses relative record volume (70%) and recent-half increase (30%), but it is deliberately not presented as an investment score. Property transactions, registered building changes, infrastructure and urban-frontier signals are not currently available. Missing data is not counted as zero. This map does not predict property prices or future construction.

How to read the map
Busy areas shows areas with more records during the selected period. The number on an individual marker is its record count. A grouped marker shows how many mapped areas are clustered together; zoom in to inspect them.
Picking up compares the recent half of the selected period with the earlier half. It shows only areas with enough records to support a meaningful increase. Select a marker or an item in the activity list to see both counts.
These are approximate map areas, not official neighborhood boundaries. A larger count can reflect more filings or administrative activity; it does not measure the number or size of buildings.
What the map cannot tell you
A municipal record timestamp is not a construction date. A record does not confirm that a permit was approved, work began, or a building was completed. This map cannot identify where Tbilisi is physically expanding, distinguish expansion from densification, or predict property prices.
Property transactions, registered building changes, infrastructure projects, and other development signals are not currently included. No neighborhood is labeled as growing solely because of its location.
Source and updates
The current area-level source is the Tbilisi municipal map construction-permit record feed. Records are imported in the background, and the selected time-period view becomes available after sufficient historical coverage has been collected. The map identifies its confidence as low because it relies on one source.
Use this as a starting point for exploring municipal record activity, not as an investment ranking or a complete picture of construction in Tbilisi.
