In recent months, car towing has become noticeably more common across Georgia. Most vehicles are removed for standard violations—parking in EV charging spots, blocking disabled spaces, or stopping where parking is clearly prohibited. There have also been several cases where cars parked on sidewalks were taken directly to an impound lot.

If Your Car Is Towed in Tbilisi

If your vehicle is taken to a municipal impound lot, the process is straightforward but not cheap. The towing fee in Tbilisi is 150 GEL. After that, you’ll be charged 20 GEL per day while your car remains in storage. A 50 GEL parking violation ticket is also issued. Even if you pick up the car the same day, you should expect to pay at least 200 GEL.

How Parking Works in Tbilisi

For newcomers, Tbilisi’s parking system can feel confusing. In general, the city has two types of paid parking: the regular municipal system and zonal parking, which is located mainly on busy central streets. Zonal spaces are marked with codes such as “A722” on nearby poles.

Citywide Parking

Municipal parking costs 50 GEL per year. Short-term options are also available: 25 GEL for six months or 4 GEL per week. These rates apply to vehicles with both Georgian and foreign license plates.

Zonal Parking

Zonal parking must be paid separately. The rate is 1 GEL per hour, after a free 15-minute grace period. Some zones were originally planned to have higher rates (2–3 GEL), but these prices are not used in practice.

Electric Vehicle (EV) Parking

Electric vehicle owners in Tbilisi have one major advantage: parking in designated EV charging spots is free as long as the car is actively charging. These spaces are clearly marked and located next to public chargers. Parking a non-EV in these spaces—or leaving your EV there without charging—counts as a violation and can lead to towing.

All-Inclusive Parking Pass

For drivers who park frequently in central areas, an all-inclusive parking pass may be more convenient. Annual passes cost 800 GEL, six-month passes cost 500 GEL, and monthly passes cost 300 GEL. Weekly (100 GEL) and daily (20 GEL) passes are also available.

Free Zonal Parking for Local Residents

Residents who live within 100 meters of a zonal parking area can park there for free after registering. You’ll need the property’s cadastral code, and only the property owner can register up to two vehicles. Registration can be completed on the official website parking.tbilisi.gov.ge or at a City Hall service center.

How to Pay for Parking in Tbilisi

There are several easy ways to pay for both municipal and zonal parking:

  • Using a Georgian banking app—enter your license plate number (foreign plates included).
  • Using bank self-service terminals if you prefer to pay in cash.
  • Using the official “Tbilisi Parking” app on desktop or mobile. Enter your license plate number and add a bank card.

The Tbilisi Parking app is also used for zonal parking. Top up your balance, enter the zone code displayed on the pole (for example, A722), and activate your parking session. To register an account, you’ll need your vehicle’s license plate number and your personal details (passport number for foreigners or ID number for Georgian citizens).

Fines and Penalties

Parking in prohibited areas or failing to pay for zonal parking results in a 50 GEL fine—or in some cases, towing. Tbilisi has three municipal impound lots.
